Semestrul European 2017 puncteaza prioritatile serviciile sociale locale si ale politicilor sociale decise in Brussels!

Semestrul European urmareste reformele implementate de catre autoritatile nationale si face vizibile ariile care necesita imbunatatite. Rezultatele analizei situatiei statelor membre scot in evidenta o dezvoltare sociala slaba in comparatie cu dezvoltarea economica. Prin urmare, impactul serviciilor sociale locale este vital. De aceea, Semestrul European aduce in discutie provocarile cu care se confrunta serviciile publice locale si necesitatile pe care le au.

Intrebarea este cum creem reforme care sa creasca impactul politicilor sociale intr-un mod care sa produca rezultate mai bune pentru cresterea calitatii vietii oamenilor.

Semestrul European este o oportunitate pentru schimbul de experienta, pentru cresterea vizibilitatii provocarilor si masurilor care se impun pentru cresterea capacitatii serviciilor publice locale si facilitatea contactului cu Comisia European.

Dezbaterile Semestrului European se centreaza nivelul realitatii local si faciliteaza intelegerea modului in care politicile locale sunt traduse in practici locale. Aceste asigura vizibilitatea modului in care traducerea politicilor sociale decise la nivel Eurpean sunt traduse in practici locale si se regasesc in acestea.  

Pe parcursul Semestrul European este organizat un grup de lucru pentru identificarea prioritatilor Pilonului Social European privind Drepturile Sociale.

Invitati in cadrul Semestrului European este Jeroen Jutte, Head of Unit “Employment and Social Aspects of European Semester”, DG for Employment and Social Affaires and Inclusion, European Commission, Istvan Vanyolos, Policy Officer, “Socioeconomic aspect of the European Pillar of Social Rights, in DG for Employment and Social Affaires and Inclusion, European Commission and Bart Vanhercke, Director of the European Social Observatory.

La aceasta sesiune a Semestrului European, Raportorul pentru Romania este Ana Radulescu, Director Executiv CFCECAS. In cadrul acestei sesiuni a Semestrului European, Presedintele CFCECAS, Herbert Paulischin reprezinta Austria.

Ana Radulescu: “propunerile pentru ceea ce ar trebui sa reprezinte prioritatile Romaniei in relatie cu serviciile locale sunt legate de cresterea profesionalizarii serviciilor de asistenta sociala, cresterea investitiei in serviciile comunitare si introducerea abordarii integrate a interventiei la nivel comunitar pentru coordonarea interventiei si a serviciilor oferite. Pe de o parte, politicile sociale nu au nici o valoare daca nu sunt ancorate in realitatea de zi cu zi a oamenilor si nu pot fi traduse in practici de interventie a serviciilor de asistenta sociala; pe de alta parte, politicile sociale dezvoltate la Brussels trebuie sa inspire si sa sustina dezvoltarea interventiei asistentilor sociali din comunitate. Iar nevoile oamenilor trebuie traduse de catre serviciile sociale pentru a fi preluate de catre decidentii din Brussels. Acesta este rolul meu in cadrul Semestrului European. Sa facilitez aceasta intelegere, traducere si transpunere a politicilor sociale in practici de interventie si a nevoilor oamenilor si a serviciilor locale in prioritati de lucru a celor care decid politicile sociale si aloca resurse pentru implementarea acestora”.

CFCECAS ureaza succes lucrarilor Semestrului European ESN 2017.

The Guide for Victims of Domestic Violence is written by a group of practitioner social workers, with input from psychologists and juridical counselors. The Guide is design to impact the life of people that are caught in abusive relationship by helping them to understand what is happening and how they can act in a safety way.

Domestic violence is a serious social problem with significant negative impacts on people lives and communities well-being. The social, economic or cultural background, but also the available resources may make harder for some people to understand what happened and get help.

Key research findings on the nature, prevalence and impact of domestic violence are presented, along with relevant tools that can be used by victims of domestic violence to identify the form of violence and the circumstance that raise them, as well as the key elements of a safety strategy to act.

Readers will learn about how the violence and abuse occurs and how is affecting their individual health, actions and general well-being.
